
Meet Our Founder
Mr. James A. Hammond (November 11, 1929 - May 1, 2019) dedicated his life to advancing civil rights, economic empowerment, and community development for black citizens and other minorities in Tampa, FL. As a military veteran, civil rights activist, businessman, and public servant, he fought for racial equality, education, employment, healthcare, and economic development opportunities for marginalized black communities. His lifelong mission culminated into the formation of Tampa-Hillsborough Action Plan, Inc. (THAP) in 1987.

Mr. Hammond didn't accept inequality as permanent. He transformed struggle into opportunities.
His tireless pursuit of justice, economic empowerment, and community strength continues to inspire our work, driving us to create lasting and meaningful change.

At Tampa-Hillsborough Action Plan Inc., we exist to build lasting and tangible solutions that build minority communities to rise above systemic barriers.
We believe that everyone, regardless of their circumstances, deserves access to stability, dignity, and opportunities to thrive.
Through each service, from housing to healthcare, we don't just provide temporary relief. We equip individuals and families with the essential tools and support needed to build a sustainable future.
